Tiong Seng Engineering Solutions’ wholly-owned subsidiary, Robin Village Development (RVD), has entered into a memorandum of understanding (MOU) with Rock Africa Limited to develop advanced precast production capabilities in Ghana. This strategic collaboration will enhance the supply of high-quality precast components to support both housing and institutional developments across the country.

The anchor initiative under this partnership is a landmark pilot project to construct a tertiary student hostel development for the University of Ghana in Accra, comprising four residential blocks with approximately 2,280 rooms to provide accommodation for up to 10,000 students, addressing the nation’s growing demand for modern, large-scale student housing.

RVD will bring its end-to-end expertise to the project, beginning with design engineering and detailed shop drawings to optimise precast solutions for efficiency, durability, and constructability. It will also lead the planning and set-up of a modern precast yard, implementing streamlined workflows and robust production facilities to support large-scale delivery. In parallel, RVD will deliver structured training and skills transfer programmes in prefabricated construction technologies, building a skilled Ghanaian workforce capable of driving both factory production and on-site installation.

By combining RVD’s advanced precast know-how with Rock Africa’s strong local market presence, the collaboration will accelerate the delivery of sustainable, cost-efficient, and future-ready housing solutions. This milestone reflects TSES’s commitment to international expansion and underscores its role in supporting Africa’s urbanisation and education growth with innovative construction technologies.
